THIS MATTER is before the Court on Petitioner Santos Carillo-Morales’s (“Peti*799tioner”) Petition to Vacate, Set Aside or Correct Ms Sentence Pursuant to 28 U:S.C. § 2255 (2012). (Doc. 246.) TMs case concerns Petitioner’s interaction ■'with his attorney prior to plea negotiations before he was convicted for conspiracy to commit murder and aggravated assault in aid of racketeering.
