On January 25, 1995, Lieutenant Joseph Parrish, an employee of the Department of Correctional Services (hereinafter DOCS) assigned to Great Meadow Correctional Facility (hereinafter Great Meadow), used a DOCS computer system to obtain information about the past criminal conduct of claimant Robert Lawrence.2 Claimant had been incarcerated for approximately one and a half years during the late 1980’s.
