The National Labor Relations Board (the “Board”) seeks enforcement of its order finding Chicago Marine Containers, Inc. (“the company”) in violation of subsections (a)(1) and (a)(5) of section 8 of the Labor Management Relations Act, 29 U.S.C. § 158(a)(1), (5) (1982), because of the company’s refusal to bargain with the United Electrical, Radio and Machine Workers of America (“the union”), the union certified as the exclusive bargaining representative of the company’s employees.
