OPINION

{¶ 1} Appellant, Total Office Products, Inc., appeals the judgment of the Trumbull County Court of Common Pleas, affirming the Adjudication Order of appellee, Ohio Department of Administrative Services, denying Total Office Products' certification as a minority business enterprise. For the following reasons, we affirm the decision of the court below.
