Michael J. Tocci petitions this court for reinstatement to the practice of law, repeal of Supreme Court Rule 42A, and *133“disintegration” of the State Bar. He was suspended from the practice of law pursuant to Rule 42A for non-payment of dues to the New Hampshire Bar Association (NHBA).
