The certiorari in this cause brings up an ordinance of the mayor and council of the borough of Belmar granting to the Atlantic Coast Electric Eailroad Company a location of tracks upon its filed route through that borough, and permission to construct, operate and maintain an electric street railroad upon the streets designated therein. The legislation involved is the organic law of the company, approved March 14th, 1893, commonly called the Traction act (Gen.
