The Ohio Patrolmen’s Benevolent Association (“OPBA”) brought a declaratory judgment action against the MetroHealth System seeking a court order that MetroHealth arbitrate grievances OPBA filed on behalf of two discharged employees. The complaint alleged that the employees were discharged in violation of the terms of a collective bargaining agreement and that, under the agreement, the employees were entitled to arbitration.
