The appellant, Lois E. Hilkert, the widow of World War II veteran Frank T. Hilkert, appeals through counsel a January 19, 1996, decision of the Board of Veterans’ Appeals (BVA or Board) concluding that the veteran’s cause of death was not connected to his *287service and therefore denying the appellant’s claim for Department of Veterans Affairs dependency and indemnity compensation (DIC) under 38 U.S.C. § 1310.
