This case addresses the scope of the authority of the Administration for Children’s Services of the City of New York (ACS or the Agency) to supervise children committed to its care and custody pending the outcome of proceedings brought under article 7 of the Family Court Act to determine whether a person is in need of supervision (PINS Proceedings).
