ELLIS, Judge.

Julius Roy Harding has been convicted three times for driving while intoxicated (DWI). His Missouri Driver Record reveals that his first conviction was on March 5, 1986 in Cooper County, the second conviction was on September 21, 1992 in Johnson County, and the most recent conviction was on January 6, 1993 in Henry County. On March 23, 1998, The Director of Revenue (Director) issued to Harding a ten-year denial of his driving privileges, relying on § 302.060(9) 1 as authority.
