MEMORANDUM OPINION
WILL, District Judge.
Plaintiff has filed suit to challenge the United States Parole Board’s (Board) denial of his application for parole. He seeks a writ of mandamus under 28 U.S.C. § 1361 ordering the Board to grant him parole or a declaratory judgment under 28 U.S.C. § 2201, declaring that the Board’s denial of parole was invalid as arbitrary and capricious, and supplementary relief under 28 U.S.C. § 2202. He pleaded guilty on September 13, 1973 to an indictment charging violation of 18 U.S.C. § 371 relating to conspiracy against the United States and 26 U.S.C. § 5861…
