By agreement of counsel the cases of these six importers are heard together. They were likewise heard and considered together by the *264Board of General Appraisers and by the Circuit Court for the Southern District of New York.

The importations are olive oil made at the port of New York in 1908. There are 19 protests covering 21 different lots of oil, each of which is represented by an agreed sample.
