Gordon Hines instituted this action in the District Court of Oklahoma County, Oklahoma, against Leo Winters, Secretary of the State Senate of the State of Oklahoma, John B. Moore, County Registrar of Oklahoma County, Russell L. Morgan, Chairman of the Election Board of Oklahoma County, Warren B. Morris and Thomas E.
