KAY, Chief Judge.

This case involves a challenge to the City and County of Honolulu’s zoning laws and building codes by a Buddhist “church” which constructed a temple that violated the City’s building height limits. As discussed below the Court dismisses this case under the doctrine of Younger abstention.
