delivered the opinion of the Court.

On the 13th of April, 1889, the city of Joliet, by ordinance, granted to Michael Moran the right -to erect gas and electric light plants, and lay pipes in the streets and alleys of the city, under certain conditions. According to the terms of the ordinance, and an extension subsequently made, the works were to be completed, ready to supply gas, by Bovember 1, 1891.
