SILBERMAN, Circuit Judge:

The Mayor of the District of Columbia and other District government officials (collectively, the District), challenge seven orders issued by the district court related to its appointment of receivers to manage the District’s child welfare system. The focus of their challenge is an order which empowers the general receiver to disregard District law to the extent that it unreasonably interferes with the discharge of her responsibilities.
