OPINION

PHILLIPS, Chief Justice.

We have previously held in this case that the state public school finance system vio*493lates article VII, section 1 of the Texas Constitution. 777 S.W.2d 391 (“Edgewood I”). Now we decide whether this violation remains following enactment of Senate Bill 1 by the 71st Legislature.1 We hold that it does.
