This is an appeal from an order of the Court of Common Pleas of Crawford County reversing a decision of the Firemen’is Civil Service Commission (Commission) of the City of Meadville (City). The Commission had upheld the discharge of H. Kenton Neff (Neff) from his employment as a City fireman on the grounds that he had violated the City’s residency requirements.
