The Board of Education of the School District of Philadelphia has appealed a final decree of the Court *493of Common Pleas of Philadelphia County enjoining the board from enforcing with respect to some of its employees a board resolution requiring all employees appointed on or after February 1,1972 to become residents of the district within one year from the date of their employment.
