Before the Court is the plaintiffs’ motion for summary judgment [Docket No. 7]; the defendants’ motion to dismiss for lack of jurisdiction/alternative motion for summary judgment [Docket No. 48]; and a motion to intervene by Senator John Kerry and Congressman Jay Inslee [Docket No. 53].
