I. INTRODUCTION
The plaintiff, Tweed-New Haven Airport Authority (“Authority”), brings this action under the Supremacy Clause, Art! VI, cl. 2, of the United States Constitution. Named as defendants are the Town of East Haven (“East Haven”), the Town’s Inland Wetlands and Watercourse Commission, the Town’s Planning and Zoning Commission, and the Town’s Flood and Erosion Control Board (collectively “East Haven defendants”).
