Leonard Bell, a federal prisoner, pro se appeals the district court’s denial of his post-judgment “motion to enforce specific performance of the plea agreement where the government breached.” After review, we affirm.

I. BACKGROUND

A.Plea Agreement

In June 2004, pursuant to a written plea agreement, Bell pled guilty to one count of possession with intent to distribute and distribution of five grams or more of a substance containing a detectable amount of cocaine base, in violation of 21 U.S.C. § 841(a)(1).
