The first serious question in this case relates to the appealability of the order. This was a proceeding under ch. 197, Stats., entitled “Municipal Acquisition of Utilities.” In brief, the chapter provides that a municipality shall have power to construct- and operate a utility and to purchase the same, and to acquire the property of any public utility engaged exclusively in furnishing light, heat, water, and power to the municipality.
