This is a motion for preliminary injunction pursuant to CPLR 6311, by which plaintiff seeks to restrain and enjoin any action on the part of defendants to enforce Monroe County Local Law No. 2 of 1975 pending the determination of an action seeking to declare the local law to be void and unconstitutional insofar as it may be applied to the , facts of the case. Justice Joseph G.
