Simons, J.

Complainant Pamela Easton is a black woman employed in the calendaring unit of petitioner’s law department and, if the qualifications listed in petitioner’s newspaper advertisement for applicants control, she was qualified for promotion to supervisor of that section: she is a high school graduate, has extensive experience in calendaring and, as her record indicates, has supervisory ability. Notwithstanding these qualifications, complainant was passed over for two promotions given to white men who petitioner claimed were better qualified but who arguably did not…
