Pemelia Hayden (“plaintiff’) is suing the United States of America (“defendant” or “the government”) under the Federal Tort Claims Act (“FTCA”), 28 U.S.C. §§ 1346(b)(1) and 2671-2680, for injuries that she allegedly sustained when she slipped and fell at Walter Reed Army Medical Center (‘Walter Reed”).
