I fully concur with the portion of the majority’s opinion dealing with plaintiff’s cross-assignments of error. However, I must respectfully dissent from the majority’s narrow interpretation of the scope of the “competitive health care information” exemption under N.C. Gen. Stat. § 131E-97.3 (2005), despite the absence of any words of limitation in the plain language of the applicable statute. Because N.C. Gen.
