Defendants-appellants New York State and the New York State Department of Correctional Service (collectively, “DOCS”) appeal from a judgment granting damages and other relief to plaintiff-appellee Keith E. Muller by the United States District Court for the Northern District of New York (Scullin, /.), following a jury trial.
