This was a proceeding instituted by the Attorney General to test the validity of an act of the legislature, entitled “An act to provide for the organization of savings societies, or institutions for savings, for their supervision, and for the administration of their affairs, ” which was enacted by the legislature in 1887. Laws of 1887, p. 77.
