The Fifty-first General Assembly passed and the Governor approved an act entitled “An act to revise the law with relation to banks and banking,” and at the general election in 1920 it was submitted to a vote of the people and approved by a majority of the votes cast for or against the law, as required by section 5 of article 11 of the constitution, and thereupon became effective.
