MEMORANDUM OPINION AND ORDER
VUKASIN, District Judge.
I. INTRODUCTION
On December 4, 1985 a person identifying himself as Eric Joseph Stevenson attempted to enter the United States at the Los Angeles International Airport. Despite the fact Stevenson was in possession of a U.S. passport, his appearance, manner and accented speech caused United States Customs Service inspectors to suspect that he was not in fact a U.S. citizen.
