OPINION
LEDERBERG, Justice.
This case came before the Supreme Court on the petition for certiorari of William Simpson (Simpson or petitioner), to review a final decree of the Appellate Division of the Workers’ Compensation Court. That decree affirmed the decision of a trial judge to deny Simpson’s petition for reimbursement of college tuition expenses incurred under a vocational rehabilitation plan.
