I. INTRODUCTION

This case requires the Court to examine the contours of Project Safe Neighborhoods, a joint effort of the United States and the State of Michigan to address the problem of gun violence. The program aims to prosecute persons charged with being a felon in possession of a firearm, under either state or federal law.
