STATEMENT OF THE CASE

On September 5, 2002, the State of Louisiana, Department of Social Services, Office of Community Services (OCS) filed a petition to terminate PC’s parental rights with respect to three of her four surviving minor children1, AMW, born July 22,1991; ALW, born September 16, 1992, and JRW, born August 21, 1993. No father is listed on the birth certificates for AMW and ALW.
