By section 158 of tbe Constitution it is provided that cities of tbe second class, to which appellant belongs, shall not be permitted to incur indebtedness to an amount, including the then existing indebtedness, in the aggregate exceeding ten per centum on the value of the taxable property therein, to> be estimated by the assessment next before the last assessment previous to the incurring of the indebtedness.
