This appeal is from the order of the U.S. Customs Court denying a motion by N. C. Trading Co., Inc.1 (“N. C. Trading”) to intervene in Aireo, Inc. v. United States, Customs Court No. 76-3-00643. We affirm.

BACKGROUND

Aireo, Inc. (“Aireo”), an American manufacturer of ferrochrome, brought suit in the Customs Court under section 516(d) of the Tariff Act of 1930, as amended, (19 USC 1516(d)),2 challenging a determination by the Secretary of the Treasury (“Secretary”) that bounties or grants are not being bestowed on ferrochrome imported from the Republic of South Africa within the…
