HUNTER, District Judge.

Federal jurisdiction is pegged on diversity. The controlling statute is LSA-R.S. 38:2211 (Act 73 of 1926 as last amended by Act 589 of 1954), which provides in pertinent part:

“All public work to be done, exceeding the sum of two thousand five hundred dollars * * * by any public corporation or political subdivision of the state * * * shall be advertised and let by contract to the lowest responsible bidder who has bid according to the contract, plans and specifications as advertised ; and no such public work shall be done * * * except as provided in this Part * * *”…
