OPINION

HOFFMAN, Judge.

The Office of Utility Consumer Counselor (OUCC), acting on behalf of the public, appeals the determination of the Indiana Utility Regulatory Commission (IURC) in the matter of a petition submitted by Citizens Telephone Corporation. The petition requests the authority to increase and revise rates, to offer only one-party touch-tone service, to terminate mileage charges, to offer enhanced services such as custom calling features and enhanced 911 capability, to add new services and rates, and to increase depreciation rates.
