Relator is the husband of Mrs. Jennie B. Ott Carter, who was a nurse in the World War, and who, while serving the federal government, in the capacity of nurse, suffered such mental disability as to require psychopathic treatment. She was placed in the psychopathic ward of St. Elizabeth’s Hospital, an institution maintained and operated by the Veterans’ Bureau, at Washington, D. C.
