Groome Transportation, Incorporated and V.I.P. & Celebrity Limousines, Inc. (jointly referred to herein as appellants) appeal from a decision of the Circuit Court of the City of Richmond (trial court) which affirmed the Department of Motor Vehicles’ (DMV) award to Gulfstream Limousine Company (Gulfstream) of a certificate of public convenience and necessity as a Class A special or charter party carrier (certificate) in all parts of the Commonwealth of Virginia.
