The principal question presented by these appeals is as to the construction, validity, and effect of the law" *216of Wisconsin requiring foreign mutual building and loan associations to make a deposit of securities of the value of $100,000 with the state treasurer as a condition upon which such corporations may receive a license from and transact business in this state.
