KING, Circuit Judge:

Plaintiffs-appellants Normal Parm, Jr., Harold Eugene Watts, Roy Michael Gam-mill, William T. Rogers, and Robert Allen Balch (“Plaintiffs”), recreational fishermen, appeal the district court’s denial of their summary judgment motion and the grant of the cross-motion for summary judgment by defendant-appellee East Carroll Parish Sheriff Mark Shumate (“Sheriff Shu-mate”).
