In this original jurisdiction proceeding, the petitioners herein, ACF Industries, Inc., Wheeling-Pittsburgh Steel Corporation, El-kay Mining Company, and Consolidation Coal Company [hereinafter “the petitioners” or “the petitioning employers”], seek a writ of mandamus to compel the respondent herein, William F.
