The main appeal and cross appeal in this case *563arise out of issues relating to the levy and collection of taxes for the Bibb County public school system.
The Board of Education brought an action for a writ of mandamus, and for a declaratory judgment, against the Bibb County Board of Commissioners (and others as nominal parties) to compel the commissioners to approve the tax assessment (school budget) submitted to it by the Board of Education by levying and collecting the necessary taxes therefor.
