JUSTICE, District Judge:
Petitions for review of certain orders of the Federal Power Commission1 have been filed by Sam Rayburn Dam Electric Cooperative2 and Mid-South Electric Cooperative,3 pursuant to Section 313(b) of the Federal Power Act,4 and consolidated for consideration by the court. The intervenor, Gulf States Utilities Company,5 supplies electric power to Sam Rayburn and Mid-South under the provisions of contracts of long standing. On April 10, 1973, Gulf States filed with the FPC a request for a rate increase affecting its wholesale customers, among them Sam Rayburn and Mid-South.…
