In this appeal we are called upon to determine the constitutionality and effect of the “Fair Housing Act” (A. 1985, c. 222), the Legislature’s response to the Mount Laurel cases. The Act creates an administrative agency (the Council on Afforda ble Housing) with power to define housing regions within the state and the regional need for low and moderate income housing,' along with the power to promulgate criteria and guidelines to enable municipalities within each region to determine their fair share of that regional need.
