The state of Wisconsin and Pauline Wagner (now Holtz) (hereinafter referred to as Holtz) appeal from an order precluding the Sheboygan County District Attorney’s office from representing Holtz, a custodial parent, in an action to enforce an order for support on the grounds that she was not receiving public assistance and there was no showing that she was unable to retain private representation.
