■ In the month of July, 1893, the relator was ' appointed to the position of deputy tax commissioner in the department of taxes and assessments of the city of New York, lie entered upon the performance of his duties' as such, and continued in his office until the 1st day of August, 1895, when he was removed by the commissioners, no charges against him having been preferred and no hearing having been afforded him in respect to the cause of his removal.
