By its order dated the 28th day of May, 1951, the National Labor Relations Board directed the petitioner to cease and desist (a) from refusing to bargain collectively ■with the International Brotherhood of Electrical Workers, Local 790, as the exclusive representative of all employees in the petitioner’s electrical operations in its Jacksonville, Texas, Division, excluding all employees of its Central Division, ice-plant employees, professional employees, clerical employees, guards, watchmen, shift operators, and all other supervisors as defined in the National Labor…
