Nush Gjolaj, a native and citizen of Albania, petitions for review of a February 21, 2003 order of the Board of Immigration Appeals (“BIA”) summarily affirming the September 24, 1999 decision of Immigration Judge (“IJ”) Victoria L. Ghartey denying Gjolaj’s application for asylum, withholding of removal, and relief under the Convention Against Torture (“CAT”). In re Nush Gjolaj, No. A 75 956 792 (B.I.A.
